The Community Program Specialist III (Specialist) functions as a non-supervisory staff specialist and subject matter expert responsible for coordination of highly complex and sensitive assignments related to regional center services, service provider qualifications, how services are paid for, and the federal funding sources, including Medicaid, that finance the Intellectual and Developmental Disabilities service delivery system. This position will work independently on a variety of program development and fiscal support projects in support of DDS’ Medicaid Waivers and State Plan Amendm ents, provider vendorizations, and in implementing rate reform methodologies.
This position is eligible to participate in DDS’ hybrid telework schedule. Participation in telework is subject to DDS’ guidelines.

Work is performed in an open spaced, partitioned office environment. Working on a personal computer 80% to 95% of the time. Occasional travel may be required.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of the California developmental disabilities system and the service supports and needs of consumers; rate structures, provider qualifications, knowledge of Medicaid funding requirements, Home and Community-Based Services rule as related to the developmental disabilities system; state budgeting policies and procedures.
Develop and maintain cooperative and constructive working relationships with other agencies, stakeholders, and department staff; work with professional personnel in the field relating to coordinating and developing services for persons with developmental needs; analyze situations accurately and take effective action; develop Excel worksheets with calculations and formulae, linked data within workbooks, graphs and charts displaying statistical information. Must be able to communicate effectively; reason logically and creatively; analyze data and present ideas and information effectively; review and edit written reports; and establish and maintain project
priorities.
